Project Title: Advanced Materials Research Laboratory (C2A) Planning & Design
Proposed Recipient: Wright-Patterson Air Force Base, located at 4375 Chidlaw Road Wright Patterson Air Force Base, OH 45433
Proposed Amount Request: $17,000,000
Request Description: The funding would be used for planning and design of a multi-story laboratory and research facility to accommodate requirements of the Air Force Research Laboratory's Materials and Manufacturing Directorate. The project is an appropriate use for federal funds because advanced materials research is critical to the mission of the United States military and because it will help ensure that the Department of the Air Force can maintain cutting edge research supporting development of next generation weapons systems without falling behind our military adversaries in these fields.
Project Title: Human Performance Wing Laboratory
Proposed Recipient: Wright-Patterson Air Force Base, located at 4375 Chidlaw Road Wright Patterson Air Force Base, OH 45433
Proposed Amount Request: $15,000,000
Request Description: The funding would be used for construction of a multi-story laboratory and research facility to accommodate requirements of the Air Force Research Laboratory 711th Human Performance Wing Airman Systems Directorate. The project is an appropriate use for federal funds because it will assist in enhancing the human component of warfighting capabilities, including training, bioeffects, and bioengineering.
Project Title: LUNA-NET: Lunar Unified Network for Archiving and Exploration Technologies
Proposed Recipient: University of Dayton, located at 300 College Park Dayton, OH 45469
Proposed Amount Request: $5,000,000
Request Description: The funding would be used for necessary equipment purchases to manage and analyze the complex datasets generated by modern lunar missions. The project is an appropriate use of federal funds because it will expand human knowledge of space, preserve U.S. leadership in aerospace science and technology, and promote effective utilization of U.S. scientific and engineering resources.
Project Title: University of Dayton Semiconductor Lab – Controlled Environment Systems for Research & Workforce Development
Proposed Recipient: University of Dayton, located at 300 College Park Dayton, OH 45469
Proposed Amount Request: $3,000,000
Request Description: The funding would be used to install controlled environment systems to support a Class 100 Clean Room, lab space, and mechanical space. The project is an appropriate use for federal funds because it will enhance educational opportunities, promote advanced manufacturing, and expand research and experiential learning in a way that will accelerate the domestic development and production of microelectronics.
Project Title: Clark County Public Safety Complex
Proposed Recipient: Clark County Board of Commissioners, Ohio, located at 3130 East Main Street Springfield, OH 45503
Proposed Amount Request: $3,000,000
Request Description: The funding would be used for planning and architectural services for a new public safety complex to replace a critically outdated and undersized existing jail that is in violation of multiple Ohio Bureau of Adult Detention standards. The project is an appropriate use of federal funds because it will protect lives, ensure humane treatment, and restore integrity to Clark County's justice system.
Project Title: Great Miami River Levee Improvement Project
Proposed Recipient: Miami Conservancy District; 38 E. Monument Avenue Dayton, OH 45402
Proposed Amount Request: $3,385,575
Request Description: The funding would be used to rehabilitate approximately 4,700 linear feet of levee through improvements such as toe berms, seepage control systems, interior drainage upgrades, and pump station improvements.
Project Title: Project Plymouth
Proposed Recipient: Dayton-Montgomery County Port Authority; 8 North Main Street Dayton, OH 45402
Proposed Amount Request: $8,000,000
Request Description: Funding will be used for land acquisition and development of the acquired property. This project is an appropriate use of taxpayer funds because it will position an underutilized, mostly vacant area for strategic development to support neighborhood revitalization and economic development efforts.
Project Title: I-675 at Grange Hall Road Interchange
Proposed Recipient: City of Beavercreek; 1368 Research Park Drive Beavercreek, OH 45432
Proposed Amount Request: $6,700,000
Request Description: The funding would be used to support planning and design efforts for the interchange as well as right-of-way acquisition and utility relocation efforts. This project is an appropriate use of taxpayer funds because it will help alleviate traffic bottlenecks on I-675 at the Wright-Patterson Air Force Base security checkpoint.
Project Title: Greene County South Wellfield Rehabilitation & Connection
Proposed Recipient: Greene County Board of Commissioners, located at 667 Dayton-Xenia Road Xenia, OH 45385
Proposed Amount Request: $3,903,500
Request Description: The funding would be used to rehabilitate and connect three existing wells in the South Well Field to the
newly upgraded Northwest Regional Water Treatment Plant. The project is an appropriate use of federal funds because it will expand Greene County's water supply and ensure long-term resilience against PFAS contamination in source water.
Project Title: A New Beginning: Gateway Men's Shelter Renovation
Proposed Recipient: City of Dayton; 101 3rd Street Dayton, OH 45402.
Proposed Amount Request: $3,500,000
Request Description: Funding will support the transformation of the Gateway Men's Homeless Shelter into a comprehensive continuum of care campus. This project is an appropriate use of taxpayer funds because it will provide necessary services to at-risk individuals and reduce homelessness in Dayton.
Project Title: West Carrollton River District Redevelopment Infrastructure and Site Improvements
Proposed Recipient: City of West Carrollton; 300 East Central Avenue West Carrollton, OH 45449.
Proposed Amount Request: $3,550,000
Request Description: Funding will transform the gateway of the City of West Carrollton into a mixed-use commercial and retail magnet to serve the existing city residents and attract visitors to the community. This project is an appropriate use of taxpayer funds because it will expand job opportunities and housing opportunities while eliminating blighting influences of vacant and abandoned buildings that currently occupy the site.
Project Title: Elevate East Youth Center
Proposed Recipient: Sinclair Community College; 444 West Third Street Dayton, OH 45402
Proposed Amount Request: $2,000,000
Request Description: Funding will support a partnership between Sinclair Community College and East End Community Services for renovation of a 4,800 square foot facility into a dedicated youth development and workforce readiness center. This project is an appropriate use of taxpayer funds because it will support youth development, workforce pipeline expansion, public safety prevention, and stabilization of a low-to-moderate income community.
Project Title: Ottawa Drain Gates Replacement and Ottawa Lab Rehab
Proposed Recipient: City of Dayton; 320 W. Monument Ave. Dayton, OH 45402
Proposed Amount Request: $3,500,000
Request Description: The funding would be used to replace aging, 70-year-old drain gates and upgrade a laboratory in support of PFAS remediation efforts. Theproject is an appropriate use of federal funds because it will reduce water loss and aid in PFAS remediation efforts.
Project Title: Emerge Emancipation Project
Proposed Recipient: Mental Health Recovery Board of Clark, Greene, and Montgomery Counties; 1055 East High Street Springfield, OH 45505.
Proposed Amount Request: $2,200,000
Request Description: Funding will support creation of 24 individual dorm-style private rooms, common community space, and shared kitchen space to provide stable, transitional housing for men aged 18-26 who are exiting foster care or were formerly incarcerated in the juvenile justice system.
Project Title: Xenia Market District Infrastructure Phase II
Proposed Recipient: City of Xenia; 107 E. Main Street Xenia, OH 45385.
Proposed Amount Request: $2,000,000
Request Description: Funding will support improvements to Main and Detroit Streets to allow for safe and efficient movement of traffic as part of a larger initiative to revitalize a long stagnant strip mall in the heart of downtown Xenia.
Project Title: Industrial Park Ambulance Project
Proposed Recipient: City of Union; 118 North Main Street Union, OH 45322.
Proposed Amount Request: $1,050,000
Request Description: Funding will be used to support the purchase of two new ambulances. This project is an appropriate use of taxpayer funds because it will improve access to emergency services for City of Union residents and employees at the Union Airpark Industrial Park.
Project Title: Wright State University STEM Training Facility Expansion Phase II
Proposed Recipient: Wright State University; 3640 Colonel Glenn Highway Dayton, OH 45435.
Proposed Amount Request: $5,250,000
Request Description: Funding will support capital improvements that will expand instructional capacity for STEM and other high-demand workforce programs. This project is an appropriate use of taxpayer funds because it will prepare graduates to address critical workforce needs in the Dayton region and across Ohio.
Project Title: College of Health and Human Services at Central State University
Proposed Recipient: Central State University; 1400 Brush Row Road Wilberforce, OH 45348.
Proposed Amount Request: $2,000,000
Request Description: Funding will support renovation of two spaces at the Wilberforce and Dayton campuses to support Central State University's nursing program. This project is an appropriate use of federal funds because it will reduce health disparities and increase educational opportunities for Ohioans.
Project Title: Barnes Revived: Heritage to Enterprise
Proposed Recipient: City of Kettering; 3600 Shroyer Road Kettering, OH 45429
Proposed Amount Request: $5,000,000
Request Description: Funding will support improvements to an existing historic structure and transform it into a dynamic, transformational hub for entrepreneurship, education, workforce development, and community life.
Project Title: Hoke Road Improvement Phase 2
Proposed Recipient: City of Clayton; 6996 Taywood Road Englewood, OH 45322
Proposed Amount Request: $6,000,000
Request Description: Funding will be used to support improvements along Hoke Road. This project is an appropriate use of federal funds because it will address traffic issues, increase development opportunities, bolster the Miami Valley region's economic resilience, and promote regional growth.
