DAYTON, OHIO – Today, Congressman Mike Turner (OH-10), head of the U.S. delegation to the NATO Parliamentary Assembly, Chris Kershner, Dayton Chamber of Commerce President and CEO, and City of Dayton Mayor Jeffrey Mims, Jr. congratulated Kim Swigart of Springboro, Ohio, for her winning logo design for the 2025 NATO Parliamentary Assembly Spring Session to be held in Dayton. The winner was announced by the Dayton Chamber of Commerce on Thursday.
“This logo will be unveiled officially in Montreal at the NATO Parliamentary Assembly annual session in November. From there, it will go around the world, as it is used to advertise for NATO's Parliamentary Assembly event that is going to be held here around Memorial Day,” said Congressman Mike Turner.
“This is really an exciting time, an exciting time to recognize this beautiful artwork, but recognize somebody here locally for this monumental occasion,” said Chris Kershner. “To have a local person, a local business, a local former student in this area who has won this competition, couldn't make me happier.”
“First being an artist myself here locally, I was not involved in one of the offerings, but really do appreciate all the work that was going on to this process,” said Mayor Jeffrey J. Mims, Jr. “Over the last ten to twelve years we've made a lot of strides here in Dayton, and a lot of work done because of a lot of great support that we had within this community, of course, the Chamber, as well as Jobs Ohio, and the Congressman.”
“I just feel so lucky to have a job that lets me get back to community,” said Kim Swigart. “It makes us look good. It's all about that first impression, so I'm proud to be behind that for this project.”

Kim Swigart is the founder and chief creative officer of Springboro ad agency DezignHive. She is also an alumni of The Modern College of Design in Kettering. She was one of the three logo finalists among 36 local submissions in the 2025 NATO Parliamentary Assembly Spring Session logo design contest.
The NATO Parliamentary Assembly was created in 1955 to serve as a link between the North Atlantic Treaty Organization (NATO) and the parliaments of the now 32 NATO nations, with the most recent additions being Finland (2023) and Sweden (2024). The United States has not hosted a session since the Annual Session in Orlando, FL, in the Fall of 2003. The U.S. has never hosted a Spring Session of the Assembly until Dayton 2025.
In 2022, Congressman Turner initiated discussions to bring the NATO Parliamentary Assembly to Dayton, aligning with the 30th anniversary of the historic Dayton Accords. This past spring, alongside Governor DeWine, Congressman Turner officially announced Dayton’s selection as the host city for the NATO Parliamentary Assembly’s 2025 Spring Session from May 22 to May 26, 2025.
Congressman Turner was appointed to NATO PA in January 2009 and has served as Head of the U.S. Delegation since January 2011. Congressman Turner served as President of the NATO Parliamentary Assembly from November 2014 to November 2016. He currently serves as Vice Chairman of the Defense & Security Committee of NATO PA.
