With the support of Congressman Mike Turner (OH-10), the House passed an omnibus funding and COVID-19 relief bill. This legislation helps Americans navigate the healthcare and financial hardships that have resulted from the coronavirus pandemic, and also funds the government for the upcoming year.
“This legislation is a much needed and long overdue step towards recovery from the coronavirus pandemic,” said Turner. “This bill addresses coronavirus funding concerns, as well as provides important funds for our government through the remainder of this fiscal year. I will continue to support legislation that helps our community recover from the pandemic and its economic hardships.”
The following highlights federal funding and Coronavirus relief provisions that will impact OH-10:
Jobs and Small Businesses:

$248 billion in Paycheck Protection Program loans for small businesses, allowing small businesses to apply for a second round of Paycheck Protection Program (PPP) loans.

Makes all business expenses made with PPP loans tax deductible, allowing the over 7300 businesses in OH-10 that received over $820 million to continue recovering from the pandemic

$15 billion in funding dedicated to funding for live venues and other businesses whose revenues are based on in-person interaction

$600 economic impact payments for qualifying individuals, and additional $600 for children in qualifying families

Extends Coronavirus unemployment benefits through March 2021
Defense and National Security:

$5 million increase for Air Force advanced battery for directed energy weapons.

$5 million increase for Air Force Autonomous Air Combat Operations.

$23.5 million for Wright-Patterson Air Force Base Hydrant Fuel System.

3% pay raise for all military personnel effective January 1, 2021.

$5 million increase above the budget request for Army tungsten manufacturing affordability initiative for armaments.

$968.09 million provided for the Army Abrams Upgrade Program and $340 million increase above the budget request for Army Stryker upgrade.

$11 million increase above the budget request for Army land surveying systems.

Fully funds the Administration’s budget request for the National Nuclear Security Administration for FY 2021, permitting the Department of Energy, in conjunction with the Department of Defense, to undertake long overdue modernization of our Nuclear Triad, ensuring we have a safe, secure, and reliable nuclear deterrent well into the future.
Healthcare:

Allocates funding for distribution of the Covid-19 Vaccine.

Extension of the Health Coverage Tax Credit, which helps individuals who unfairly lost their jobs or their pensions pay for health coverage.
Transportation and Housing:

$414 million for the Federal Transit Administration Bus and Bus Facility Competitive Grant Program.

$2 billion in Coronavirus Relief Funding for transportation service providers.

An extension of the federal eviction moratorium through January 31, 2021.
Veterans Affairs:

$25 million dollars for the Department of Justice’s Veterans Treatment Court grant program.

$10.3 million for Department of Veterans Affairs suicide prevention and mental health programs.

$1.9 billion dollars to combat veteran homelessness.
Education:

$204 million for scholarships, research funding, facility improvements for HBCUs.

$49.33 million increase above the budget request for Historically Black Colleges and Universities (HBCU) and Minority-serving Institutions.
