The grant was awarded to the Ohio Department of Job and Family Services by the U.S. Department of Labor to assist workers and families affected by the layoffs at the Wilmington Airpark in Clinton County.

DHL decided to cut 9,500 jobs after accepting hundreds of millions in incentives from the State of Ohio and Clinton County to come to Wilmington in 2004. .
