Title of Project: American Carco Site and Miami Wellfield Project

Proposed Recipient: Harrison Township, located at 5459 N. Dixie Dr., Dayton, OH, 45415

Proposed Amount of Request: $2,000,000

Request Description: The American Carco property was formerly home to a metal plating facility where a large amount of chemicals, the most prominent of which is PFAS, have been released into the ground affecting the soil, groundwater, and adjacent wellfield. Traveling east with the groundwater, the various contaminants have migrated offsite to affect the Miami Wellfield which supplies, treats, and distributes more than half of the region’s drinking water, as well as potentially affecting residents in the neighborhood to the south and additionally elsewhere. The PFOS contaminants released at this site adversely affect, are inevitably detrimental to and pose a great health risk to humans and the environment. Harrison Township has stopped using the two closest production wells in an effort to not “draw” the PFAS contamination into the wellfield more quickly. While this has helped to slow the migration of PFAS from the American Carco Site into the wellfield, it will not stop it. Thus, funding is needed for sealing or decontamination of the site in order to protect the neighboring wellfield.

Proposed Recipient: Tri-Cities North Regional Wastewater Authority, located at 3777 Old Needmore Road, Dayton, Ohio, 45424

Request Description: The Tri-Cities Wastewater Treatment Plant serves 67,000 residents and thousands of businesses in Huber Heights, Tipp City, and Vandalia, OH. These areas are experiencing rapid industrial and residential growth. Tri-Cities conducted planning studies indicating need for treatment and collection improvements to meet flow capacity, sanitary overflow and nutrient removal mandates. Modifications to expand gallon per day capacity aligns with a direct contribution to the communities’ and the metropolitan region’s overall economic and community development goals.

Title of Project: Water Quality Laboratory Expansion Project

Proposed Recipient: City of Dayton, Department of Water, located at 320 W. Monument Ave., Dayton, OH, 45402

Proposed Amount of Request: $2,000,000

Request Description: The project will facilitate compliance with the monitoring schedule required under the Safe Drinking Water Act. Additionally, the laboratory is proactive in addressing emerging contaminants, such as PFAS, and the expansion will ensure that workspaces and HVAC are compliant with the advanced climate control required for the advanced analytical equipment. Funding the Expansion of Dayton’s Water Quality Laboratory is a valuable use of taxpayer funds as it will ensure that this regional resource continues to provide quality analyses to meet ever-increasing required testing and reporting requirements to meet drinking water regulations and to address serious risks to public health. As stated above, this laboratory is one of the region's leaders in PFAS contaminant testing, and was the first in Ohio. Funding this project comports with the broader national strategy to protect drinking water from PFAS.

Request Description: This project will improve readiness for emergency management staging capabilities at the Dayton Convention Center by upgrading and/or replacing critical life-safety systems that are at or beyond end-of-life or deficient. Title of Project: West Dayton Community Space Sharing and Recreation Project

Proposed Recipient: The Boys & Girls Club of Greater Dayton, located at 1828 West Stewart Street, Dayton, OH 45417.

Proposed Amount of Request: $1,400,000

Request Description: The objective of this project is twofold: 1) improve spaces to attract more at-risk youth impacted the most by the pandemic and already facing a myriad of negative social determinants and to increase the impact of programs and program hours by improving the spaces and adding the technology that attracts youth and teens; 2) build community capacity creating spaces to implement and deploy critical programming in response to meet community needs; and by community access to support services (education and training, access to support service and recreation); as well as increase the neighborhood amenities by adding an ADA compliant, separate entrance for community members. Ensuring this facility is up to date is a valuable use of taxpayer dollars because of the myriad purposes this building serves. The Club is a recognized neighborhood asset and serves as a connection space to attend meetings with service organizations.

Request Description: The Acquisition Management Complex Phase V is a 214,200 square feet modern, secure, flexible facility that will consolidate multiple organizations serving the Air Force Life Cycle Management Center (AFLCMC), streamlining and improving their efficiency. The complex houses acquisition workers (engineering, contracting, financial management, logistics, program management, and other functions) who acquire, sustain, and modernize aircraft and related weapons systems critical to national defense. AFLCMC anticipates without adequate facilities, it will be unable to staff projected new positions which will delay systems needed by the warfighter.

Title of Project: Great Miami River Flooding Improvements Phase 1 Project

Proposed Recipient: U.S. Army Corps of Engineers- Louisville District Office, located at 600 Dr. Martin Luther King Pl, Louisville, KY 40202; Miami Conservancy District, located at 38 E. Monument Ave., Dayton, OH, 45402.

Proposed Amount of Request: $1,500,000

Request Description: Through their Section 14 Continuing Authorities Program, the Army Corps of Engineers, in conjunction with the Miami Conservancy District, will make improvements to portions of the Great Miami River's flood protection system with the highest risks of failure. In Phase 1 of this project, Army Corps of Engineers and the Miami Conservancy District will improve a small portion of the system that needs rehabilitation, which includes 3700 feet of concrete revetment and 1400 feet of floodwalls. About 1700 feet of revetment is fully designed and shovel-ready, the remaining 2000 feet will be designed by this effort with the exploration of new techniques or approaches to create more sustainable revetments that blend with community preferences. About 800 feet of floodwall requires minimal design and is mostly shovel-ready. The remaining 600 feet will require some design. This is a valuable use of taxpayer dollars because it mitigates the risk of flood damage and improves important aging water infrastructure.

Request Description: RiverScape MetroPark is the Miami Valley’s premier riverfront park and regional gathering space in the heart of downtown Dayton. The $41 million invested in the park since 2001 has returned over $500 million invested in the immediate area surrounding the park, and investment is continuing. Funding is needed for the renovation of electrical, plumbing, mechanical, and lighting systems, construction of interior and exterior programmatic spaces, and installation of safety components to deter an attack on large gatherings.

Title of Project: Valley-Bell Connector Project

Request Description: This project is the construction of a first section of a connector road that will link commuters in southern Greene County to Wright Patterson Air Force Base. It also includes the reconstruction of North Valley Road and the construction of the Valley-Bell Connector intersection with the installation of a roundabout (no slip lane). The project will improve safety for users of Greene County Regional Airport and support continued economic development of the airport as well as economic development of Valley Springs Farm economic planning area.

Request Description: The requested funding would be used to complete the design of the proposed improvements for Woodman Phase 4 project, which extends along Woodman Drive between Airway Road and the City of Riverside’s north corporation line, north of Springfield Street. Phase 4 looks to: reduce the frequencies of crashes, particularly into Wright Patterson Air Force Base's perimeter security fence; address the crumbling infrastructure; and provide aesthetic improvements to the corridor which compliment those recently completed by the city along Springfield Street.

Title of Project: Veteran’s Records Management Facility Project

Proposed Recipient: The St. Mary’s Development Corporation, located at 2160 E. 5th Street, Dayton, OH 45403.

Request Description: This project would provide for the renovation and restoration of two historic buildings. These buildings will house the nation’s only records and archives center related to veterans affairs. Currently, there is no centralized facility where all such records, physical documents, and artifacts are housed. Not only will these facilities provide a location for the consolidation of physical information regarding our nation’s veterans, but it will also spur research opportunities for nearby universities and jobs in the greater Dayton area. The project also gives new purpose to deteriorating historic buildings in West Dayton.

Title of Project: Large Sized Unmanned Aerial Systems (UAS) Acquisition and Training Initiative Project

Request Description: To continue to serve the needs of the rapidly growing UAS industry, Sinclair will expand its small UAS fleet to incorporate aircraft over the 55-pound category. These include fixed-wing systems capable of long-duration operations, cargo delivery systems, and passenger air vehicles (PAVs). This fleet expansion will allow further research and development, academic instruction, and hands-on training for real-world applications in both the private and public sectors.

Request Description: Ohio is the new home of the leading US semiconductor company’s state-of-the-art fabrication facilities, which requires a highly trained workforce. This Microsystems Workforce and Research Center will enhance educational opportunities; promote advanced manufacturing; and expand research into an experiential platform for workforce training. Equipment sought will allow the University of Dayton and its partner to provide specialized educational experiences, in consultation with subject matter experts from Intel, to accelerate advanced manufacturing success in our region.
