Title of Request: Wright Patterson Air Force Base School Age Children Center (SAC/CDC Center)

Proposed Recipient: Wright Patterson Air Force Base, located at 4375 Chidlaw Road, Wright Patterson Air Force Base, OH, 45433

Proposed Amount of Request: $29 Million

Request Description: This project was offered as a #6 priority on the United States Air Force FY2023 Unfunded Priority List. The proposed center would cover approximately 41,000 Square Feet, with capacity for approximately 300 children, and would include force protection features, classroom and administrative areas, food preparation, outdoor sheltered play areas, and parking and pick-up/drop off areas. Presently, the School Age Center programs are housed in a former 62- year-old school building located outside the base perimeter. The facility is in poor condition, which is impacting the provision of childcare. Issues with deteriorating structural systems, failing utilities, and insect and vermin infestation detract from the provision of quality care and results in extensive service calls. This new facility will enable all children to receive School Age/Child Development Care.

Title of Request: I-675/Wilmington Pike Interchange Project

Proposed Recipient: Montgomery County Transportation Improvement District, located at 451 W. Third Street, Dayton, Ohio, 45422. 

Amount of Request: $3,000,000

Request Description: This project provides improvements and modifications to increase capacity of the I-675/Wilmington Pike Interchange. The corridor serves major employment to medical, academic, commercial, and residential developments which are actively growing throughout the area surrounding the interchange. Moreover, the proposed modifications increase the capacity and safety of I-675 which serves as a main street to Wright-Patterson Air Force Base.

Title of Request: Mound Connector Highway Project 

Proposed Recipient: The City of Miamisburg, located at 10 N. First Street, Miamisburg, Ohio, 45342.

Amount of Request: $1,000,000

Request Description: This project completes a final segment of improvements within the Austin Center Interchange Infrastructure Plan on the west side of I-75. This includes upgrading Miamisburg-Springboro Pike from Medlar Road to Benner Road and Benner Road from Miamisburg-Springboro Pike to Dayton-Cincinnati Pike. These improvements are critical to ensuring access and safe highway infrastructure.

Title of Request: Dayton International Airport Northeast Logistics Access Project 

Proposed Recipient: City of Vandalia, located at 333 James E. Bonhanan Memorial Drive, Vandalia, Ohio, 45377. 

Amount of Request: $1,330,000

Request Description: This project will facilitate right of way acquisition to accelerate the improvement of roadways immediately adjacent to the Dayton International Airport. The upgrade to current roadways will improve economic development opportunities for two counties, several cities, townships, and businesses in the region. Significant large-scale warehouse and distribution centers have been developed around the Dayton International Airport near the I-70/I-75 Interchange. The roadways within the project limits have largely not been improved since the recent, fast-paced logistics development at Dayton International Airport began.

Title of Request: West Carrollton Development and Low Dam Improvement Project 

Proposed Recipient: City of West Carrollton, located at 300 East Central Ave, West Carrollton, Ohio, 45449. 

Amount of Request: $5,000,000

Request Description: The project will develop 25 acres along the Great Miami River and revitalize the surrounding low dam area along the riverfront in West Carrollton, Ohio. The project plan will also revitalize the low dam and riverfront area, creating a community gathering place for the City of West Carrollton. Finally, potential funding will be used to develop a variety of parks and recreational gathering spaces and other river features that will attract citizens of all ages within the city and from throughout the Dayton region.

Title of Request: Project Plymouth Site Assembly and Acquisition

Proposed Recipient: Dayton-Montgomery County Port Authority, located at 8 North Main Street, Dayton, Ohio, 45402. 

Amount of Request: $5,000,000

Request Description: This project is an acquisition of a largely vacant area in Dayton, Ohio. While parts of Dayton are experiencing significant private investment and redevelopment, other areas have seen limited activity. The project will position an underutilized, mostly vacant area for strategic reuse and investment. This will support neighborhood revitalization and economic development.

Title of Request: East Dayton Rails to Trails Project 

Proposed Recipient: City of Dayton, located at 101 W. Third Street, Dayton, Ohio, 45402. 

Amount of Request: $1,500,000

Request Description: This project includes acquisition of the 6.5 mile out-of-service rail corridor owned by Norfolk Southern and will catalyze design and construction phases. The rails corridors will then be converted into bike trails. There will be two sections of trail: a northern elevated trail and parkway, known as the Flight Line, which will connect to the Creekside Trail, and a southern trail located within the City of Kettering which will connect to the Iron Horse Trail.

Title of Request: Sinclair Community College Center for Nursing Excellence 

Proposed Recipient: Sinclair Community College, located at 444 W. Third Street, Dayton, Ohio, 45402. 

Amount of Request: $2,000,000

Request Description: This project will physically locate the Center for Nursing Excellence at the Centerville Campus of Sinclair Community College. The Center will provide ongoing professional development support for nurses employed at Premier Health Partners, one of the largest civilian employers in the Dayton Region. Potential funding will be used to support renovations such as removing walls from the facility, installing wetlabs, and purchasing equipment such as computers or simulators that would be necessary to support the ongoing professional development activities of the Center for Nursing Excellence. Now more than ever, it is important to ensure that funding resources are used to replenish the nursing and health services workforce.

Title of Request: East End Whole Family Service and Wellness Hub

Proposed Recipient: WestCare Ohio, Inc., located at 624 Xenia Avenue, Dayton, Ohio 45410.

Amount of Request: $1,000,000

Request Description: This is a two-building renovation project will nearly double East End’s current space to allow the organization to expand critically needed education services, health services (WIC clinic, mental health treatment services), frail elderly support services, drug prevention, addiction recovery support, and whole family coaching services in east Dayton’s highest poverty neighborhoods. The funding would be key to ensuring that East End is able to serve the East Dayton Community with their key addiction recovery, mental health, education and wraparound services.

Title of Request: Three Phase Dayton Foodbank Building Expansion

Proposed Recipient: The Foodbank, Inc., located at 56 Armor Place Dayton, Ohio, 45417.

Amount of Request: $2,000,000

Request Description: This three-phase expansion project builds out the foodbank’s existing storage and cooler spaces. Phase three of this multi-phase project will include the development of space specifically dedicated to increasing access to healthcare services for underserved communities. The building will house two turnkey exam rooms, offer space for clients to meet with their managed care providers, and learn about the benefits for which they are eligible for.

Title of Request: Greater West Dayton Incubator

Proposed Recipient: The University of Dayton, located at 300 College Park, Dayton, Ohio, 45409.

Amount of Request: $1,000,000

Request Description: Currently, the Greater West Dayton Incubator (GWDI) is housed in a temporary location. Potential funding will be directed toward construction and equipment for the new location, where GWDI will continue offer and expand their business development services. GWDI’s mission is to support underrepresented and under-resourced entrepreneurs The focus is sustainability and longevity of businesses, and a commitment is to be a long-term partner with clients to ensure that they have the information and access to what they need to build businesses that promote self-sufficiency, economic growth, and generational wealth for their families and communities. This project is expected to provide benefits to even more small businesses in the West Dayton neighborhood through its permanent facility.

Title of Request: Wright State University Power House Research Center

Proposed Recipient: Wright State University, located at 3640 Colonel Glenn Highway, Dayton, Ohio 45435.

Amount of Request: $2,000,000

Request Description: This project renovates a vacant former power plant in Dayton, Ohio. The space will be home to 45,000 sq. ft. of collaboration space and 10,000 sq. ft. of high-tech labs including wetlabs, bio/nano technologies, eukaryotic, and rapid prototyping. Any potential funding will further fund necessary lab equipment associated with aforementioned research labs. Above all, this project will place state-of-the-art research and employment opportunities in downtown Dayton.

Title of Request: Russ Research Center Digital Design Studio

Proposed Recipient: Ohio University, Russ Research Center. The university’s main campus is located at 1 Ohio University Athens, OH 45701-2979, but the project site is located at 2670 Indian Ripple Rd, Beavercreek Township, OH 45440. 

Amount of Request: $1,500,000

Request Description: Potential funding would be used for facility renovation, equipment procurement and installation, and hardware/software acquisition of the Digital Design Studio at Russ Research Center. The Digital Design Studio will serve as a research and development center for digital engineering tools. Such tools are a 21st century alternative to current engineering practices that use non-digital tools such as paper drawings, excel spreadsheets and other methods that are not linkable.

Title of Request: Wolf Creek Sanitary Liners Installation

Proposed Recipient: City of Dayton, Water Department, located at 320 West Monument Ave., Dayton, Ohio, 45402. 
 

Amount of Request: $3,150,000

Request Description: This project consists of approximately 3,000 linear feet of 36” and 3,000 linear feet of 54” sanitary liners on the two primary trunk sewers for the Wolf Creek Sanitary Sewer Basin. Funding will go towards the furnishing of all labor, tools, equipment, and materials, and performing all operations in connection with the lines of the existing 36” and 54” diameter sanitary sewers with a continuously extruded jointless and seamless pipe liner. This sanitary sewer liners project will reduce sewage leaks into the environment. Additionally, sewage backups and sanitary sewer overflows that negatively impact public health will be reduced.

Title of Request: Dayton Art Institute Windows and Doors Restoration

Proposed Recipient: Dayton Art Institute, located at 456 Belmonte Park N, Dayton, OH 45405.

Amount of Request: $800,000

Request Description: This nearly 100-year-old building is listed on the National Register of Historic Places, and is in in critical need of replacing all lower level windows of the museum. Additionally, based upon a recent Homeland Security review of the buildings, the institute is seeking federal funds to replace the Rotunda doors at the main entrance in addition to the Lower Court doors. The Dayton Art Institute is the Dayton, Ohio community’s premier visual arts destination which serves all of the community. The Dayton Art Institute, like many museums across the nation, was especially hard hit by the COVID-19 pandemic, and funding for such restoration is integral for the Institute’s ability to serve the community.
